J.L.I :
Greetings. Briefly: I Love the mailings
y'all send out, but sadly unless I have been blinded, I have
not seen anything on the
Slavery/Involuntary servitude Forced work
In prison issue. Please send the following:
(1) any Resource list, contacts, etc.
(2) update on the Slavery/Involuntary
Servitude forced labor, especially on
the legal punishment DOC does.
Colorado blatantly violates the state
Constitution by exploiting & torturing
imprisoned with this disgusting practice.
CO. removed the "Slavery" clause from its
Constitution. I am currently a victim
of this by DOI.
1 appreciate all help/responces,
Respectfully,

Re: Slavery/Involuntary Servitude "forced prison labor" and punishment issue in CDOC
HCR 18-1002, 2018 Reg. Session - Amendment
"A" passed by majority of Colorado Voters on NOV. 6,
2018 in the general election. It proved that the will
Of the Colorado Voters was to remove the Slavery/
Involuntary servitude "forced prison labor" and punish- ment
inall circumstances, including for punishment
for crimes, clause - see Art. I section 26 of the
Colorado Constitution, It means that Slavery,
Involuntary Servitude "forced prison labor" and
punishment can no longer be used as possible
punishment for crimes in the state of Colorado -
NO exceptions, The Voters spoke. It is out of
the State constitution. Its law.
However CDOC still blatantly, directly and
Illegally (with complete Knowledge of doing So)
violates the state Constitution and laws, They
continually exploite and torture (8th amendment
violation) imprisoned with this disgusting practice. They
can not compel, coerce, punish, force, use
Restricted Privileges, use negative consequences, or
any other means to make or require inmates in any
situation to "work, be assigned, or program compliant, etc.
CDOC=Colorado Department Of corrections (prison)
Garrison [REDACED]
But that is exactly what CDOC does and more.
and as such, CDOC can not limit, remove/deney
privileges reward or give any kind of perferential
treatment/privileges on Incentives, etc. to those
Who do "work, etc." VS those who chose not to -
again, exactly what CDOC does and more. In other
words those who "work, etc" us those who chose
not to must be treated equally with no
exceptions at all.
Inaddition to CDOC's violation of State
Constitution and laws, they also violate the 8th
amendment and the Trafficked Victims Protection
Act. They also discriminate against gender. Were
males do not get personal calls, including family.
But females do. This is Ilegal and against the
State law of discrimination. There are many
other ways you may be aware of that CDOC
violates the State constitution and laws - after
all its CDOC. That's what they do and get
away with It.
Even the president of the U.S.A. is not
above the law. Neither should be CDOC. Infact,
CDOC and all those complict/involved, up to
and including the Governor, to ensure CDOC obeys
and comply with the state Constitution and laws,
Should be held accountable to the fullest extent
possible for not doing so. - No exceptions.
-2-
Every one is responsible to obey & comply with
the Constitution & laws no matter who you are,
job you have, or work for.
Now I am currently, once again, a Victim
of CDOC violations. This being my 4th time
On what they call Restricted Privileges related
to "work, etc." or Slavery/Involuntary servitude
"forced prison labor" and punishment issue. Each
time for about 1 year before being off
for various reasons. This time maybe longer
because of the "Slavery"," and "Work, etc."
requirement to get off.
CDOC states its a classification issue not
a disciplinary Issue. So no due process or
hearing. Not that would make a difference Infact,
It would most likely make it worse. Especially It
CDoc Kept the Restricted Privileges and required
"Work, etc." to get off as part of the due process/
hearing, as it stands, CDOC can "punish, etc."
you without any offical due process/ hearing record.
Currently CDOC Restricts my phone Calls, so
no personal calls (including family), However, as
stated, females do get them. It's discriminatory
and violates State law against discrimination. They
also Restrict my canteen (no food, limited hygene
& medical catalog, etc.), recreation visits, housing,
and more. They even place you in Orange pants and
Orange wrist band making you stand out from all
the other inmates ( wrong no matter the reason).
This is just a small example of what they do
and what you must endure not only from CDOC.
but believe it other inmates as well.
as a Life wout Parole/ Death by Incarceration
(LWOP/DBI), help is appreciated. Please respond:
(1) Can you help with this situation?
(2) Supply resources (addresses to contact)
(3) give examples wording, etc grievance to fight CDOC
and get off "Restricted privileges" wo "forced labor/work"
(4) forward this to others at JLI/Bernstein
Institute ...? - ANY ONE
(5) Have J.L. I., etc. take up the case of
Slavery/Involuntary Servitude "forced prison
labor in DOC not only in Colorado, but
Nationally as well? this effects all inmates!
If additional info. needed, please request.
Thank you. Please Respond.

To Whom:
Re. Slavery is alive and well in Colorado DOC
HCR 18-1002. 2018 Reg. Session Amendment
"A" passed by majority of Colorado voters on NOV. 6.,
2018 in the general election. This of course, included
the Colorado DOC and its associates. It, without
question proved the will of the Colorado voters
was to completely remove the slavery / involuntary
Servitude "forced prison labor and punishment" in
all circumstances, including for punishment for
Crimes, exception clause. See Colorado
Constitution Art. I section 26. In other words the slavery
exception clause can no longer be used as punish-
ment in Colorado. The voters spoke removing the
exception clause from the constitution. It is now
NEW law.
Well not so fast, Colorado DOC is still
blatantly, directly, and legally violating the
Colorado Constitution Laws by exploiting and
torturing imprisoned with this terrible, disgusting
practice. Colorado Doc does all this with complete
Knowledge of Illegally doing so. With the Slavery
exception clause now Illegal, Colorado Doc can not
compel, coerce, punish, force, threat, use
Restricted Privileges, use negative consequences.
[REDACTED] Charles [REDACTED]
or other means ( you get the Ideal) to make/
require inmates in any situation to "work, be
assigned, or program compliant, etc." But that is
exactly what Colorado DOC does Illegally and
more. and as such, colorado DOC can not
limit or remove/deney privileges, reward or
give any kind of preferential treatment/
privileges or incentives, etc. to those who "Work,
etc." to those who legally chose not to. But.
once again, that is exactly what colorado Doc
does Illegally and more. So, those who "Work, etc."
us those who legally chose not to must be
treated equally with no exceptions. There is
no such thing as incentiving good behavior
When it comes to "work, etc." as Colorado DOC
claims it does.
In addition to what colorado Doc does
Illegally above, they also violate Illegally
the 8th amendment & the Trafficked Victims
Protection Act. Colorado DOC also Illegally
discriminates against gender. Were males
do not get personal phone calls, including
Family, but females do. It's illegal. There
are many other Illegal things colorado Doc
does you may be aware of. After all its
Colorado DOC and it's what they do. and get
away with it.

[REDACTED] Charles [REDACTED]
Constitutional protections always trumps
any Statutes. All Colorado statutes concerning
prison work and punishment are now Illegal. This
Would Include Colorado DOC AR's, policies, procedures,
etc. that are based off the Illegal statutes. The
statutes are old law after the removal of the
Slavery exception clause. all statutes violates
the constitutional right to equal protection. US
Constitution amendment XIV and Colorado constitution
Art. II section 25.
Even the President of the U.S.A. is not above
the law. Neither should be Colorado Doc. all
that are involved, from the newest correctional
officer to the Governor, should be held accountable
to the fullest extent possible, no exceptions. No
One is blind. as stated, even Colorado Doc and
associates voted in the election that removed
the Slavery exception clause and created new
law. all voters and non-voters are responsible
to obey the constitution /laws.
I am a complete Victim of Colorado DOC's
Illegal practice of slavery / involuntary servitude
"forced prison labor and punishment. " Each time
for 1 year for a total of 4 years. yes 4 years
Of my life on Colorado DOC's punishment/Restricted
Privileges. and yes it's PUNISHMENT, make no
mastake about it. all for my legal choice
not to be part of their slavery practice/
Illegal"forced prison labor."
Colorado DOC calls it a classification Issue.
Not a disciplinary one. Or at least in my case.
Perhaps because I am doing a death by Incar- c
eration / life with out parole (DBI/LwoP)
sentence. Its punishment just with out the
disciplinary hearing. But if it did include a
hearing, most likely you would be found guilty
with all that would include. and it would include.
the Restricted Privileges and what you must do
to get off - their forced prison labor."
Currently Colorado DOC Restricts my personal
phone calls, including FAMILY, as noted Illegally.
They also Restricting my canteen (no Food, limited
hygene, meds, catolog, etc.), visits, recreation,
housing and more. They place you on Restricted
Housing/seg/ the Hole Status which is even more
restricted than the Illegal statutes for which
the Restricted Privileges are based on. They even
place you in Orange pants and wrist band making
you stand out from other Inmates. Wrong /Illegal
no matter the reason.
This is just a small example of what colorado
DOC does and you must endure. Not only from
Doc, but other inmates as well. all part of
Colorado DOc' s plan to make you submit.
-3-
animals get treated better and shown more respect.
and yes, all we have to endure is "punishment"
no matter what Colorado DOC calls it or says. How
they con justify restricting FOOD and not being
able to call FAMILY, is beyond me. Clearly they
are Illegally violating our rights, constitution/laws
and should be punished to the fullest extent
possible and forced to stop their Illegal prison
labor in all its forms.
Please forward this to all others that could help.
I request any help fighting DOC, my struggles,
and years of punishment/ Restricted Privileges I
have endured because of colorado Doc Illegal
practices. I also request:
* any help to get off punishment/ restricted
Privileges w/out "forced prison labor"
* any resources, sources to contact, other groups,
projects, orgs., etc.
* Civil rights lawyers, attorneys doing prison
litigation, etc
* legislators elected officials, etc.
* Sources such as PBS, AP, Investigators, etc.
* activists, legal projects abolitionists, etc.
* In Colorado, other states, and nationally.
This could effect all colorado and nation-wide.
Clearly Colorado DOC is Illegally violating our
rights, constitution / Laws . See Art. I Section 26.
AS a DBI/ LWOP Inmate, I appreciate all
help and responses. Please respond. Thanks.
